New IBESR Rules

It has been brought to my attention that the new IBESR rules are out. I found this wonderful information on the Haiti IBESR Updates website:

The following is a list of the newest adoption requirements as posted from IBESR to three orphanages:

• Copies of each parent-to-be's photo IDs is now required as part of the dossier. This has always been required. However, it is now being enforced. Copies of the photo ID should be front and back and can be a driver's license or passport.
• Parent(s) can be at least 30 years old. (If married, one must be 30, the other at least 28.)
• If you are married, you should be married for a minimum of 5 years prior to your file being submitted to IBESR. (OR married for 3 years with proof of being together at least 2 years prior.)
• You are not allowed to have more than 3 biological children.
• The I-600 application (US families only) must be completed by the adoptive family ONLY. Your orphanage director can no longer file it on your behalf. So in order to file in Haiti, you'd have to travel to Haiti for the DHS appointment and then wait for the office to sign out the case and then for the visa appointment, when you would then be able to travel home with your child. This could be a long stay in country. Because of this, the agency is changing the procedure so that families will file their I-600's stateside. When the case is released from 2nd legal and the orphanage director gets a copy of the English translations and the adoption documents, he will send them to the parent and have them go to the local USCIS office to submit the documents. The bio parents will already have been interviewed, and while the case is in for passport approval, it will also be awaiting I600 approval. Ideally these will get approved around the same time so that once the passport is approved and received, the visa appointment can be made and the parents can travel.

This is fantastic news for those that wanted to adopt from Haiti, or were in the early stages of the process to adopt from Haiti, but did not meet the requirements set forth in the 1974 Law.

So you're saying that because I only have 3 living bio children (and only 2 at home), I qualify to adopt from Haiti? ;) Good news, Wendy. THanks for sharing!

It appears so. You could clarify with Crystal. It takes a little longer than Zambia! ;-)
